1First Step
You will need a paid, not a trial account on twilio so that you’ll not need to verify your customer’s mobile numbers manually. A trial twilio account needs a manual verification of recipient’s mobile number before sending sms to that number, a paid account can send sms directly to any no. of recipients without any verification process.

2Second Step
Once you have created an account on twilio, you will need to enable SMS notifications individually for every activity. Sms sending can be enabled from the same email settings page. You will need to add the SMS content also. See the second checkbox and last textarea in this image :
Please do not too big SMS content otherwise it may get cropped.
The SMS content in the above msg works perfectly. See the below image, the user will receive content like this :

3Third Step
Customers will need to provide their mobile numbers with a country code on the woocommerce’s default checkout page in the “Phone No” field. For eg. customer is from India, he/she will need to put +919876543210 in phone no. field. In this +91 is the country code of customer and rest is his mobile number
